A.  Hot August Night Car Show: David Ayers

Discussion:  David said the group would like to extend the event further down Jones St. & two blocks to Amboy. The VFW will do hot dogs. They will be asking for a can of food to be given to the Food Bank in Amboy. The Council agreed to the requests as long as the County Sheriff, Fire Dept. & EMS is notified. They thanked David & the group for keeping them informed.

MOTION: Councilmember: Holyk moved to extend the event route as requested & with the  

                   above stipulations.

B. Review of Septic Inspection Ordinance #431: Pete Roberts, P/W Director

Pete: As we review our current ordinance I think we are inconsistent in our program. We need to have discussions on whether we want to get on the same program as Clark County. It would be better to set up a workshop to review it. Since the Town has taken over the inspections references to CPU should be taken out.

 

Discussion:  The Mayor & Council set a workshop for Monday, April 12th at 7 PM here at Town Hall.

C. M.O.U. With Clark County For Long Range Planning/Growth Management:

     Oliver Orjiako, Clark County Community Planning Director & Jeff Niten, Planner II

Oliver mentioned that Rod Orlando was unable to attend & thanked the Mayor & Council for the opportunity to talk to them. The County is prepared to assist the Town of Yacolt in reviewing its Long Range Planning. It would include putting a land use plan together. Under the GMP (1st plan put together in 1994) this would require a new GMP (Growth Management Plan) & Jeff Niten would be the contact person. Jeff has extensive long range planning in his background with the County.  Page #5 outlines the project milestones (20 year plan). Jeff would, also, work with Rod Orlando. Councilmember Marbut: Has David seen this agreement? Lynne Oldham, Town Clerk: No, I will send him a copy for review tomorrow. Mayor: Since we will not be taking any action on this tonight, Lynne will get a copy to David Ridenour, Town Attorney & we will get back to you. David will contact Rod if there are any questions.  Oliver: The budget cost for this is for two years & is included in the M.O.U..  The Mayor thanked them for their time.

A.  Review RFP (Request For Bid) For elevator For Architectural & Engineering:

Discussion: Councilmember  Marbut: Who did the budget sheet for this?  Pete: Karl Johanson, Architects in Battle Ground.

B. E-Verify: Allen Rogers, WA Citizens for Responsible Government

Roger: This program was established in 2009 by the Federal government (Homeland Security). 195,000 businesses now use the E-Verify system. This system protects both the employer & the employee by doing the right thing & that is hiring American citizens & keeping illegal aliens off the payrolls. Cost to WA state is approx. 1 1/2 to 2 million dollars per year in lost revenue. Illegal aliens are voting in this country, getting licenses without proof of citizenship & in most cases, when they do get a drivers license, they are automatically registered to vote. Less than 4% are working in agriculture which leaves 96% left to work in the construction & other fields.

We are approaching one county at a time..one town at a time to get people to do the right thing. This is a user-friendly system. Madler: When a person applies for legal status why does it take five years?  Roger: 3 - 5 years seems to be the typical. Holyk: Does this include every employee & sub-contractors within the Town? Roger: Yes, Contractors & sub-contractors must go through the system. Mayor: If people are paid under the table, how does E-Verify apply? Roger: It can't.  Chuck Miller, CEO: How does this effect Yacolt? Rule of law. Lewis County has an ordinance that requires E-Verify be used. 5 or 6 states have made it a state-wide requirement to use E-Verify.  This is run by Homeland Security. Thanks for letting us bring this information to you.

C. Building Application Request for 105 W. Cushman Street:  Charles Dobbins, Jr.

Discussion: All Councilors agreed that this is good idea to get this building looking better.

MOTION: Councilmember: Marbut moved to approve just the façade, painting, windows &   

                    only as it pertains to the letter of request.

SECOND:  Councilmember: Holyk

8.  Mayor's Comments:

* Thanks to the volunteers for all their work on the annual Easter Egg Hunt. It was a great turnout. The Town should continue to back these community events.  Councilor Hancock mentioned that it started to snow as the hunt began.

*The Town Spring Clean-up is Saturday & if anyone is able to help to pls. see Pete.  The County's Hazard Waste collection will be at Yacolt Primary School.    

9.  Public Works Dept. Report

*Pete, P/W Director, told the Council that there was money left over in our CDBG Town Park Project & they had to look at ways to spend it. He & Tim looked at a water fountain spray in Kiwanis Park in Battle Ground & have decided to include this as a new addition.

10. Clerk/Treasurer's Report

 *General operating Fund is holding at approx. $1 million.

11. Paying Bills on Behalf of the Town

*Current Expenses:              $  9,997.80

*City Streets:             $13,585.44   

*Cemetery                 $     720.09

*Stormwater:             $     858.30    

*Septic Inspection    $     132.86
